MODEL RULES & REGULATIONS FOR
CAMPUS FILM SOCIETY

Preamble

                    The First International Film festival of India was held in Mumbai in 1952. This Festival is known as annual IFFI now.

        Pandit Jawaharlal Nehru first Prime Minister of India was supposed to inaugurate IFFI. However, he could not make it and sent a message.
                          It reads as: “International Film Festival is window to world”
            One can find lot of meaning in the message for the Indian Society, which     was not open to new ideas and not marching with times.  International             Cinema can be catalic agent to change this mindset.  The good films from the international cinema can enrich young minds with values to be cherished.

Value Education :

                       Students should have non- formal education during the college days
which can be called formative years to mould their personality.
        Good values are like a torch, which guides us through our journey of life.  We need values to prevent our society from disintegrating into chaos.  We need values to live meaningfully to interact with each other and find relationship, which we can maintain through the lives. Value education is one of the most important parts of non -formal education. Art can inculcate sensitivity and values in young minds.  Cinema is modern art form, discovered by science, which can influence and reach the masses.

Aims & Objectives:

1.    To propagate film as an Art Form given by science.
2.    To conduct film making courses/lectures to enable and encourage the students to take films, electronic media as their profession and develop a new avenue to them
3.    To organize short Film Appreciation Courses to initiate students in appreciation of cinema.
4.    To expose the students to the richness and variety of International and National Cinema.
5.    To emphasize the cultural diversity and integration of India, by
        Screening different films made in different languages with subtitles.
6.    By screening the good Indian cinema, which is one of the most powerful commentaries on Indian
       society, rather deeply political commentary on Indian society, possibly we can use it as a powerful
        tool to communicate to the students.
7.    To emphasize the cultural diversity and value education through the Good Cinema.
8. To conduct monthly screenings of films classics from the world Cinema during the academic year.
9. To conduct only film related academic activities.
10. To develop film books and DVD library for study and reference.

                    Model Rules


1.    Name of the Film Society will be ___________________________________
     an association of _______________________________ University/College
2. (Head of the Organization) will be the chairman of the Film Society.
3)  Executive President (from the staff) will be appointed by the chairman every
      academic  year.
4. Membership is open to all the students/staff who are above the age of 18 and open     to entire campus (name & address should be mentioned)
5. I. Card will be issued to the members, and only I. Card holder of the Society will     be admitted to screening of film society.
6. Executive President will appoint a team of student members with Secretary for
    running of the film society.
7. The main objective of film society is to cultivate the taste for good cinema.
8. Cinema is an international art form so the classics of international Modern cinema will be screened.
9. Lectures on film appreciation course will be organized as a part of objective of non- formal education .
10. The membership for academic year will Rs. 50/- (or suitable amount) payable at the time of enrollment.  Member will have to fill up form.
11. Eforts will be made to get grant from college/university for the special activities like lectures, seminars buying of DVD’s etc. from U.G.C.   
P.S. These are the Model Rules.  Each Institution can make its own rules & Regulations, and send to FFSI for approval.

Method of affiliation and working

1.  Head of the Institution will write to the Secretary FFSI for affiliation along with the  Registration Certificate or Govt. resolution and give undertaking.
 2 .Principal/Director/Vice Chancellor will be chairman of the film society and he will appoint Executive President from among the staff members. 
3. Executive President will appoint a team of students who will work voluntarily for the film society throughout the academic year.
4. Film society will enroll members from among the students and staff who are the above 18 years of age and only members can attend the screenings.
5. Students will maintain the Register of the Members enrolled and send the list with addresses to FFSI
6. Film Society will organize monthly film screenings with program note, discussions, on film screened; organize film appreciation lectures of eminent directors film scholars etc
7. Film society will intimate its programmes to FFSI
8. A student representative appointed by Executive President will participate in the meetings of FFSI
9.  As per the present constitution of FFSI The film society affiliated to F.F.S.I. will pay Rs. 4/- subscription per member per year to FFSI.
10. In addition to subscription Regional Offices are charging services charges.  It differs from region to region.

The Benefits of Affiliation to Film Society

1.    FFSI will give at least two DVD’s every month to the society.
 2.  Membership of FFSI will give access to National Archive Films, International
      Films Festivals of India (IFFI) and so on.
 3.  FFSI can arrange film appreciation lectures in the campus.    Help to get good   films through embassies and other sources.
 4.  Literature on Cinema will be supplied.
 5. The members of film society will get priority for the film appreciation course
     organized by FFSI.

               Relevant Clause in the Rules & Regulations of FFSI

Clause No. 2 (d) (ii) However, in case of a film society belonging to an institution/educational (functioning under a State or Central Government, the Regional/Sub-Regional Council may, at its discretion, allow Associate Membership to such a society runs if the Principal/Vice-Chancellor/Head of the Institution certifies that the society runs specifically as a film society and not as a cultural society.  Such a society will be eligible for full membership only if it registers itself as a film society under the Societies Registration Act of the State.
